1.0 Call to Order

Sue Perras, Board of Health Chair, called the Board of Health meeting to order at 4:03 p.m.

2.0 Approval of Agenda

The agenda for the April 28, 2022, Board of Health meeting was reviewed. The following motion was read:

3.0 Conflict of Interest Declaration

There were no conflicts of interest declared.

4.0 Approval of the Previous Minutes

The minutes from the Board of Health meeting held on March 10, 2022, were reviewed and the following motion was read:

5.1 Letter of Support for Public Health Sudbury and Districts’ Resolution;
Health and Racial Equity: Denouncing Acts and Symbols of Hate L. Catton

Be It Resolved, that the Board of Health for the Porcupine Health Unit direct the MOH/CEO and BOH Chair to write a letter of support for this resolution from Public Health Sudbury and Districts.

6.0  Report of the Medical Officer of Health/Chief Executive Officer

The Report of the Medical Officer of Health for April 28, 2022, was presented by Dr. Catton to the Board of Health for information purposes. Sue Perras thanked Dr. Catton for an informative report. The following motion was read:

7.1  Finance Committee Meeting Report April 27, 2022 – Denis Clement

7.2  Finance Committee Minutes – February 2, 2022 – Denis Clement

A Finance Committee meeting was held on February 2, 2022, the minutes were received for information. The following motion was read:

Be It Resolved, that the minutes from the Board of Health Finance Committee held on February 2, 2022 be received for information.

7.3  2021 Audited Financial Statements and Report – M.L. Pollon  

A presentation from the auditors was received. Clarification of the presentation was provided to address the complexity of the COVID funding for 2022 and provide an explanation for the municipalities and the public that reflects the financial statements. The following motion was read:

Be It Resolved, that the Board of Health for the Porcupine Health Unit accept and approve the 2021 audited financial statements as recommended by the Finance Committee with the amendments as reviewed today.

7.4  Revenues and Expenditures - Year Ended December 31, 2021 

A Finance Committee meeting was held on April 27, 2022. The 2021 Revenues and Expenditure Report for the year ending December 31, 2021 was reviewed by the Finance Committee. The following motion was read:

The Finance Committee Terms of Reference were reviewed. The following motion was read:

Be It Resolved, that the Board of Health for the Porcupine Health Unit accept and approve the members of the Finance Committee for the Board of Health for the Porcupine Health Unit.

8.0  Correspondence

Correspondence was received for information purposes. Dr. Catton raised the correspondence from the Association of Local Public Health Agencies dated March 24, 2022, alPHa Elections Primer 2022 which highlights the need for strong local public health and strong local connections to be able to respond to the inequities across communities within the PHU. Board members were encouraged to share this important messaging with their municipal councils.

9.0 New Business

9.1  alPHa Annual General Conference and Section Meeting L. Catton

For information purposes Dr. Catton provided an overview of the upcoming alPHa Annual General Conference and Section meeting to be held June 13th and 14th. The conference will be held virtually. The full conference day is on June 14th, 2022 and continues the conversation around the critical role of local public health in the province’s public health system. As it is virtual, interested Board Members are requested to email the Board Secretary for registration.

9.2  June Meeting Date L. Catton

Dr. Catton brought forward a schedule conflict for the June 23rd meeting of the Board. A date will be proposed for the next meeting and Board Members via e-mail.

11.0 Date of Next Meeting and Adjournment
