1.0 CALL TO ORDER

Sue Perras, Board of Health Chair, called the Board of Health meeting to order at 4:00 p.m.

2.0 APPROVAL OF AGENDA

The agenda for the October 27, 2022, Board of Health meeting was reviewed. The following motion was read:

4.0 APPROVAL OF PREVIOUS MINUTES

The minutes from the Board of Health meeting held on September 22, 2022, were reviewed and the following motion was read:

5.0  BUSINESS ARISING FROM MINUTES

6.0  REPORT OF THE MEDICAL OFFICER OF HEALTH/CHIEF EXECUTIVE OFFICER (MOH/CEO)

The Report of the Medical Officer of Health for October 27, 2022, was presented by Dr. Catton to the Board of Health for information purposes. On behalf of the Board, Chair Perras thanked Dr. Catton for an informative report.

7.0  BOARD OF HEALTH FINANCE COMMITTEE

There was no report from the Finance Committee.

8.0  CORRESPONDENCE

Correspondence was received for information purposes. Board Member Stefanic drew attention to Timiskaming Health Unit’s letter in support of the Board of Health for Public Health Sudbury and Districts (PHSD) resolution, requesting an increase in funding of the Healthy Babies Healthy Children (HBHC) program. Dr. Catton advised that the HBHC program’s capacity has been impacted as the program has not seen an increase in funding since 2015. It was unanimous that the Board shares their concern and correspondence to the Ministry of Children, Community and Social Services supporting PHSD’s call to action will be issued.

9.0 NEW BUSINESS

9.1  Risk Assessment

Dr. Catton provided an overview of the risk assessment process. Health Units are required to complete a risk assessment annually as part of the Quarter Three Report to the Ministry and share these risks with the Board of Health. Categories are reviewed and assessed for any potential impact on the organization’s abilities to perform required duties, and then rate the likelihood of the risk occurring. Items were flagged advising of steps forward to mitigate these risks. It was determined that I.T., Human Resources retention, including succession planning, and Financials, including temporary funding’s impact on recruitment and building would remain as the top three. Review of these high risk categories with the Board will be ongoing. Having received the report, the following motion was read:

9.2  Meeting Schedule

The Board of Health meeting schedule for 2023 was brought forward for consideration and approval.

Dr. Catton provided an overview of the Porcupine Health Unit Governance Structure/Organizational Chart and the following motion was read:
