1.0 CALL TO ORDER

Michelle Boileau, Board of Health Chair, called the Board of Health meeting to order at 4:03 p.m.

2.0 APPROVAL OF AGENDA

The agenda for the November 23, 2023, Board of Health meeting was reviewed. The following motion was read:

6.0  REPORT OF THE MEDICAL OFFICER OF HEALTH/CHIEF EXECUTIVE OFFICER (MOH/CEO)

The Report of the Medical Officer of Health for November 23, 2023 was presented by Dr. Catton to the Board of Health for information purposes. Chair Boileau thanked Dr. Catton for the report. The following motion was read:

The Board of Health Members moved to In-Camera at 4:32 p.m. for a discussion regarding personnel matter, and the following motion was read:

Be It Resolved, that the Board of Health for the Porcupine Health Unit rise with report at 4:58 p.m.

Board of Health Resolution #BOH-2023-11-114 

THAT the Board of Health for the Porcupine Health Unit approve the terms of the Memorandum of Agreement between the Porcupine Health Unit and Canadian Union of Public Employees (CUPE) Local #1812 based on the negotiations held April 18, 19, 20, September 6, 7 and November 14, 2023.

An in-camera discussion was held, and the following motion was read:

Board of Health Resolution #BOH-2023-11-115

Be It Resolved, that the Board of Health for the Porcupine Health Unit reaffirms the prior in-camera motion directing Dr. Catton, the Medical Officer of Health/Chief Executive Officer to work towards a voluntary merger between the Porcupine and Timiskaming Health Units; and,

Furthermore, that the Board of Health for the Porcupine Health Unit does not support discussions nor work towards mergers beyond these two health units.

8.3  September 30, 2023 Financial Statements

A Finance Committee meeting was held September 14, 2023. Rosa Montico-Reimer provided an overview of the Financial Statements ending September 30, 2023. The following motion was read:

8.4  2024 Pre-Budget Briefing Note

A Finance Committee meeting was held September 14, 2023. Dr. Catton provided an overview of the 2024 pre-budget briefing note. The following motion was read:

Correspondence was received for information purposes.

10.0  NEW BUSINESS

10.1  City of Timmins Resolution of Support re: Call for additional Resources to combat Opioid, Mental Health and Homelessness – Dr. Catton

For information purposes, Dr. Catton provided an overview of the resolution passed by the City of Timmins as a direct reflection of the resolution passed by Parry Sound. Dr. Catton advised that a response is being finalized which will reflect the ongoing work in addressing these concerns by many partners in the PHU area, and beyond.

10.2  Board of Health Bylaws

Dr. Catton provided an overview of the recommended revisions to the Board of Health Bylaws. The updates reflect prior Board direction and decisions which align with the Municipal Act. The following motion was read:

10.3  Strengthening Public Health: Office of Chief Medical Officer of Health (OCMOH) Regional Information Sharing Session – Dr. Catton

The Ministry of Health held a regional information session for local MOH/CEOs, Board Chairs, and Senior Leadership. Attending for the PHU, Dr. Lianne Catton, Board of Health Vice-Chair, Drago Stefanic, Rosa Montico-Reimer and Chief Nursing Officer, Chantal Riopel. The Ministry provided an overview of the outcomes and objectives for voluntary mergers, as well as a brief update on the Ontario Public Health Standards (OPHS) and funding review.

10.4  Board of Health and Finance Committee Meeting Dates

Dr. Catton provided an update around meeting dates for the Finance Committee and Board of Health. For the purpose of tabling the 2024 budget. Further review of timelines will occur, and the Finance Committee and Board will be promptly consulted and apprised via email.
